cause
Migration is being performed to a target Exchange 2000/2003 server where the target Exchange server and the Active Directory user accounts exist in separate domains.

fix
Place an Exchange server in the domain where the user accounts exists and perform the migration to this Exchange server.

note

Exchange Migrate does not support migrations that involve the Exchange 2000/2003 servers, and Active Directory user accounts existing in separate domains.  For more information please see the following knowledge base article:
