cause

You are trying to install the Windows 2003 Administration Tools (Adminpak.msi) on a Microsoft Windows 2000 machine. According to the Microsoft Exchange 2003 documentation and the Exchange 2003 System Manager installer, you need the Windows 2003 Administration Tools installed in order to install the Exchange 2003 System Manager. However, the Windows 2003 Administration Tools will not install on a Microsoft Windows 2000 machine.



fix

To install Exchange System Manager on Microsoft Windows 2000 Professional, install the Windows 2000 Administration tools (Adminpak.msi). The Adminpak.msi file can be found on the Microsoft Windows 2000 Server CD in the I386 folder.

To install Exchange System Manager on Microsoft Windows 2000 Server SP3, AdminPak.msi is not required.  Install the Exchange System Manager without the Windows 2003 Administratiron Tools.
