fact

symptom
Modifying the Exchange 2000 mailbox properties generate a "UserSetInfo' operation instead of 'MailboxSetInfo' in the Application Log.

cause
This is by design.

fix
Modifying the Microsoft Exchange 2000 Mailbox properties of a user account triggers an UserSetInfo operation instead of a MailboxSetInfo operation.  The MailboxSetInfo operation only triggers when modifying Exchange 5.5 Mailbox properties.  This is because the Exchange 2000 Mailbox properties are stored in Active Directory whereas the Exchange 5.5 Mailbox properties are stored on the Exchange server.
