The URL used by Web Console shortcut located under Start | Programs | NetIQ Administration | Directory and Resource Administrator is hard coded and cannot be changed.  This shortcut runs DRAWebConsole.exe (located in the Program files\NetIQ\DRA directory on the server) , which is hard coded to use http along with the local computer name and 'DRA' as the virtual directory name.

The Web Console shortcut is only created on the Directory and Resource Administrator (DRA) sever machine.  Installation of only the DRA clients on a machine will not create the Web Console shortcut under Start | Programs | NetIQ Administration | Directory and Resource Administrator.

An Enhancement Request has been opened with Development to include this functionality in a future version of Directory and Resource Administrator.
