cause
The account logged in to the Domain Migration Administrator (DMA) console does not have local administrator permissions on the machine that stores the users Roaming or Terminal Services profile.

fix
Add the account used for DMA to the local Administrators group on the machine that stores the users Roaming or Terminal Services profile.
