Error: 'Error performing import from the Input Form' received when launching the Reporting tool.

symptom

Launching the Directory and Resource Administrator (DRA) reporting interface generates several error messages:

 

"Error performing import from the Input Form.  The Microsoft Jet database engine cannot open

The file ?C:\Program Files\NetIQ\DRA\Reporting\OaRept-mrnetiq01.mdb?.  It is already opened

Exclusively by another user, or you need permission to view it?s data."

 

"Error writing the Global Focus Domain to the database.  Operation must use an updateable

Query."

cause
The account running the reporting interface does not have the proper permissions on the Program Files folder on the DRA server.

fix
Microsoft Windows 2003 has a requirement that Authenticated Users have Full Control permissions set on the C:\Program Files folder.  These permissions need to flow down the tree from there. The Inheritance flag needs to be set so that all sub folders and files under Program Files receive this permission.
