The Security tab is available when you open Active Directory Users and Computers and select View | Advanced Features, and open the properties of a User, Computer, or Group.  The Security tab is not available in Directory and Resource Administrator (DRA), however the management of ACL on a User, Group, or computer object is available via Directory Security Administrator. 

An enhancement request is open for the ability to manage the Security tab of groups, users, and computers via DRA.

The typical reason for wanting to manage the Security tab of objects is that by setting the security of a Group, users can use Outlook to control Distribution Group Membership. A workaround in Directory and Resource Administrator (DRA) is to create an ActiveView to allow Assistant Admins the ability to Add/Remove users from a Distribution Group.

In DRA 7.5 the capability to modify the security of distribution groups so the membership can be controlled via Outlook has been added.
