cause
The issue can be caused if a request to stop the MCS OnePoint Administration Service is initiated prior to the service fully initializing. If a request to stop the MCS OnePoint Administration Service is initiated prior to initializing, then a null value is generated.  When Directory and Resource Administrator (DRA) tries to call that null value, the service crashes with an Access Denied error.

fix
Do not attempt to stop the MCS OnePoint Administration Service prior to a completed server initialization.  Completed server initialization can be verified by the presence of a recent Event ID 13002 in the Application Event Log on the Directory and Resource Administrator (DRA) server.
