How do I prevent Assistant Admins from running an Import using the Reporting Tool?

Assistant Admins who have not been delegated the the Reporting Administrator (Built-in Reporting) role cannot run an Import.  Assistant Admins who have not been delegated the necessary powers will receive a Warning message stating that the database is in a read-only mode when they launch the Reporting Tool.  Any attempts to run an Import will generate error messages and will fail to import any information.
