When a user logs in to VigilEnt Policy Center (VPC), it first runs a query on the userID logging in, to determine if it already exists in the Quiz Compliance table.  If it does not already exist in that table, no more checks are made, the users Homepage is displayed with policies and quizzes that they have read and taken, or policies and quizzes they need to read and take.

If their userID is not found in the Quiz Compliance table, VPC will run a second query to check for the userID in the Policy Compliance table.  If the customer's userID is found in the Policy Compliance table, no more checks are made, the users Homepage is displayed with policies and quizzes that they have read and taken, or policies and quizzes they need to read and take.

If the userID is not found in either the Quiz Compliance table or the Policy Compliance table, meaning this customer has not read or taken a quiz at all and therefore does not occupy a VPC license, the final query does a unique count of the Policy Compliance table and the Quiz Compliance table to determine if there is an available license for this user.
