Situation

ORA-12571: TNS:packet writer failure
Oracle_Databasedown KS generates the following event:
The database xxx is not running properly.
Reason: SQLSTATE=S1000, native error=12571, msg='[Oracle][ODBC][Ora]ORA-12571: TNS:packet writer failure

Resolution

This error is generated by the Oracle database itself. Unfortunately it is very vague in nature.
 
According to Oracle's Knowledge base, (http://metalink.oracle.com)   the ORA-12571 error is usually an indication of a connection timeout, caused by one of the following:
- network or network related equipment problems, such a bad router card.
- possibly a duplicate ip address in your configuration files, TNSNAMES.ORA and LISTENER.ORA
- instability of the Oracle database and the networking component. (The error is usually found in the alert / trace file)
- anti-virus software may be running on it causing a timeout
 
Users may be able to just edit the SQLNET.ORA file on the client and server. Remove the following entry from the SQLNET.ORA file on both the client and server:
SQLNET.EXPIRE_TIME=0
However, any changes should be done by a qualified Oracle dba or with guiidance from Oracle's Technical Support.
