The Directory and Resource Administrator (DRA) client attempts to find the closest domain controller using the DsGetDcName API call.  The NetIQ DRA Agent service running on the domain controller is then queried for a list of DRA servers registered.  Based on the site of the client, the agent looks up the DRA server in the same site and returns that as the best server.  If there are no sites defined in Active Directory, DRA will consider all servers to be in the same site and will pick one of the available server.  This server will most likely be the server that registered first with the DRA Agent.
