The VigilEnt Policy Center (VPC) Administrator role has been given full permissions with the exception of seeing all documents.  For users in the VPC Administrator role to see all documents there must be an ACL created to include those users (giving them the Consumer Rights of "Manage").  This ACL must then be applied to all documents (policies and quizzes).
 
The Power User role is listed under the Permissions | Role/User/Group pulldown list.  This allows the administrator to give members of the Power User role permissions ranging from full VPC Administrator permissions (by selecting the top level of "All Permissions") to a very small subset of the total list of permissions.  The Power User role permissions will be defined by the total items selected from the Permissions Tree. 

For example, if you would like some of your document authors to only work with Quizzing, turn off all Permission Tree items accept Quiz under the Content branch.  If you would like them to be able to run reports on Quizzes, as well, select Quiz Report under the Reports branch and Update.
