No, Directory and Resource Administrator (DRA) version 7.x does not require Internet Information Services (IIS).  IIS is only required if you are running the Directory and Resource Administrator Web Console. If you choose to only use the Win32 graphical user interface to perform operations in DRA you do not require IIS.
