The WISE installer that NetIQ uses performs a checksum before attempting to install any Hotfix or Product download.  If the file is corrupt, the WISE installer will present a "checksum error" and abort the install.  This is a basic function of the installer. 

Since the installer performs this check, there is no need for a special utility to confirm the integrity of the dowload.
