Error occurs when attempting to run Differentiate or Compare reports in the repository.

symptom
Error: 'Not Enough memory for operation.'

cause
A Crystal Report API failing, when run on a SQL server, causes this issue.

fix
This issue has only been experienced when running the NetIQ GUI from the Repository Server machine.  A workaround is to run the NetIQ Group Policy Administrator (GPA) client from a workstation machine. 

The issue is resolved in NetIQ GPA 4.0. GPA 4.0 will not longer use Crystal Reports for report generation, but will generate reports using XML.
