Why is the Remote Registry service required for certain reports when the VigilEnt Security Agent for Windows is installed on the local machine?

For some VigilEnt Security Manager reports or actions, such as the "Assign Registry Value", we use the same API to handle both local and remote machines.  Therefore, the Remote Registry service must be running for the above mentioned example.
