[7144]E20745: Error:  Could not open file 'C:\' (1314)  A required privilege is not held by the client.

cause
This error message is found in the DCTLog and occurs during a Security Translation as a result of permission limitations on the target directory. The Domain Migration Administrator (DMA) agent runs as a Local System account and therefore, the System account must have permissions to the data that is being reACLed. 

fix
Replace the default SYSTEM permission on the drive where the data is stored.
