I am only able to see 2,000 users when viewing the User List report.

cause
VigilEnt Security Manager will only display 2,000 users at a time. 

fix

To page through the first 2,000 users click the Next Page arrow. To display the next 2,000 users click the Last Page arrow. The same process applies until you reach the last 2,000 users.
