VigilEnt Security Agent for BEA WebLogic centrally controls agent licensing by making each agent periodically advertise itself to the license manager. The license manager simply counts the licenses and acknowledges the agents appropriately.

When a Remote Agent starts, the license manager internally registers with the Admin Agent. When this occurs, the Admin Agent (via the license manager functionality combined within it) recognizes that the agent is trying to register and derives from the license key how many agents are allowed to register. If the number of newly starting agents exceeds the allowed number, the registration process for that agent is aborted.
