cause
This indicates that the Detect Engine is running, but there is no rule set deployed.

fix

To deploy / activate the rule set to a  host or hosts by:

  1. Click File|To Host. Select one or more hosts from the available hosts list.
  2. Click OK to push the rule set to the remote host or hosts that you selected.
