symptom
An error is received when specifying a library while creating a Command Function in Secure Menuing System.

cause
If a function already exists on the system with a blank application code, new functions created without application codes will be accepted after confirmation is given.  However, if a function does not already exist on the system with a blank application code, then the user will be required to select an application code before being able to create the function.

fix

This is a known issue and has been resolved in the following CUM PTF:
