"Q" profiles are set to LMTCPB = *YES.

cause
The IBM Operating System creates multiple User Profiles beginning with the letter "Q".  They are established with values selected by IBM.

fix
The "Q" profiles are supplied by IBM, who should be contacted before making any changes.
