symptom
Error: 'ORA-28004', when trying to enable the Oracle Profile'.

cause
This 'SYS.SQLCQR_VERIFY_FUNCTION' has an invalid status within Oracle.

fix

To resolve this issue uninstall and reinstall this function through the SchemaInstaller.exe.  Refer to the following:

Un-install:

  1. Log into the SchemaInstaller executable.
  2. Uninstall the step for creating the 'SQLCQR_VERIFY_FUNCTION'.
  3. Close the SchemaInstaller executable.

Re-install:

  1. Start the SchemaInstaller executable.
  2. Install the step for creating the 'SQLCQR_VERIFY_FUNCTION".
  3. Close the SchemaInstaller executable.
