cause
This is an indication that the user attempting to change the password is not listed in the 'Administrator' tab inside the 'SQL<>Secure Password Manager for Oracle console'. (versions 5 or 6).

fix
Use the following steps to give a user permission to change passwords:
- Login to the 'SQL<>Secure Password Manager for Oracle console' and click the 'Administrators' tab.
- Click '+' (Plus) to add an administrator.
- Select a user or template from the 'Administrators' column and select a user or template from the 'Targets' column.
- Select Add Administrator.
This will add the user to the 'Administrator' tab inside the 'SQL<>Secure Password Manager for Oracle console'.
