Power user received an error that the file is locked when creating a document.

cause
Power users can create policy documents and quizzes but cannot create a document concurrently.

There can be only one true administrator, but there can exist multiple ?power users? who have many of the administrator?s abilities. If a power user is creating a document and another power user attempts to create a document, the second attempt is prevented and the user receives a warning message. The second power user can begin creating a document as soon as the first user saves the document being created. A good practice is to create a document by adding only the required information, then clicking Save and continuing with document creation.
