symptom
Target User accounts cannot launch Outlook after the roaming profiles have been translated.

cause
Migrated user accounts do not have local administrative permissions on the logon machine.

fix
A user account must have local administrative permissions on the machine it is logging on to in order to lauch Outlook.  To provide this permission, either translate security on the logon machine or add the target user account to the Administrators Local Group on the logon machine.
