When associating a trigger with a certain operation in Directory and Resource Administrator there are two operations: UserSetPassword and UserChangePassword. The UserChangePassword operation sets the users password (new) and requires the old password of the user account, whereas the UserSetPassword only requires the new password of the user account being reset.
