No, the Directory and Resource Administrator (DRA) Web Console does not expose the Logon Hours or the Logon To field when viewing a user account properties.  However, the MMC in DRA 6.6 and the Delegation and Configuration console and the Account and Resource Management console in DRA 7.x and above can be used to modify these fields.

An Enhancement Request has been opened with Development to include this functionality in a future version of Directory and Resource Administrator.
