symptom

The following error message is received when an Assistant Admin attempts to enable a user account:

An error occurred.  Error enabling the user_name user account:
Error saving the changes to the User.
The server is unwilling to process the request.

cause
The error message is a result of the strong Password Policy enforcement in the domain.  The password of the user account being enabled does not meet the minimum password policy requirement in the domain.

fix
In order to resolve this issue, reset the users account password to follow the password policy and then enable the user account.
