In Directory and Resource Administrator (DRA) 6.x versions, the power 'In Groups - Create a User Account' is a specific power for the 'UserCreate' operation.  It allows the Assistant Admin to add a user to a group during the UserCreate Operation.  In DRA 7.x versions, this power is called "Add New User to Group".
