NetIQ Group Policy Administrator does back up the ADM template files of each GPO.  Each GPO has three default templates files.  In addition, if a template is added to a GPO, NetIQ GPA will backup the added template.   To add an additional ADM template to a GPO,  open the GPO edit tool, right-click Administrative Templates and select ADD/Remove Templates.
