You can unhide the NetIQRecycleBin OU container by opening ADSI edit and then set the ShowInAdvancedViewOnly property on the NetIQRecycleBin OU to False.   However, even though you can unhide this OU container in Active Directory, Directory and Resource Administrator treats the NetIQRecycleBin OU as a special container internally in DRA and the NetIQRecycleBin OU will not display under the AD and Domain Explorer node in the MMC nor will it be selectable when defining ActiveView rules based on OU's.
