Assistant Admins including Built-in Admins, delegated the power to Create, Delete and Update Computer accounts are able to manage Computers using the MMC but are unable to perform the same functions in the Web Console.
cause
The Computer tasks under Account Management in the Web Console are not available when managing a Windows NT 4 domain. The Computers tasks are only available when managing a Windows 2000 domain.

fix
Assistant Admins delegated the powers to manage computer accounts in a Windows NT 4 domain can manage computer accounts using the DRA MMC interface but not using the Web Console in version 6.60. The Web Console in version 6.60 only allows Assistant Admins to manage computer accounts in a Windows 2000 domain.
The ability to create computer accounts in an NT domain using the Web Console has been included in version 7.0. In order to take advantage of this new functionality, please upgrade to the latest version of Directory and Resource Administrator.
