With Exchange Support enabled, you can enforce that a user not be created without a mailbox by the following in Directory and Resource Administrator 6.x: 

  1. Launch the MMC interface while logged on as an Assistant Admin with, at minimum, Built-in Policy Role.
  2. Expand the Policy and automation management node.
  3. Select Exchange policy.
  4. Click Mailbox Rules.
  5. Select Do not allow Assistant Admins to create a user account without a mailbox in the Creating user accounts section.
  6. Click OK.

With Exchange Support enabled, you can enforce that a user not be created without a mailbox by the following in Directory and Resource Administrator 7.x

  1. Launch the Delegation and Configuration Console while logged in as a DRA Admin
  2. Hightlight the Policy and Automation Management node.
  3. Select the link Configure Exchange Policies... 
  4. Select the Mailbox rules tab in the Exchange policies dialog window. 
  5. Select Do not allow Assistant Admins to create a user account without a mailbox in the Creating user accounts section and click Apply and OK
