NetIQ Group Policy Administrator prevents edits from being made by more than one administrator at a time by using a feature called check out/check in.  The Repository will not allow you to modify the GPO until it is checked out. The GPO is only available to the user who checked out the GPO from the Repository.  When an administrator wants to edit a GPO he/she must check out a copy of the GPO from the Repository, modify it and then check in the GPO back into the Repository.   This prevents simultaneous changes or inconsistent changes being made to GPO's.
