symptom
Installing the Directory and Resource Administrator MMC via a GPO does not install the DRA MMC with the correct priviledges

cause
The cause of this issue is that the setting Always Install with Elevated Privileges was not set on the GPO.

fix

In the section titled 'Distributing User Interfaces with Group Policy' in Chapter 3 of the Administration Installation Guide, it details installing the MMC using a GPO.  The setting Always Install with Elevated Privileges must be set on the DRA MMC installation GPO.
