FrontPage security consists of two issues: the security structure within the IIS virtual directory and the permission on the three FrontPage dlls. Access to shares works because it is windows authentication. If your users are logging in, providing their new account details, these do not exist on the IIS server. If they log in with their old accounts or you forced integrated windows authentication,  they will be able to access their projects. Therefore, this should be handled either with local group security translation or with user account security translation on the IIS server.
