Unable to see the default category 'All' in the repository.

After importing GPO's into the NetIQ Group Policy Administrator Repository, the default category 'All' does not appear under the imported domain.
cause
This behavior is by design of the product. The All category does not appear until a user manually creates a category under the domain and then the interface is refreshed.
fix
To correct this issue, manually create a category under the domain in the repository and then either refreshes or closes and then opens the user interface.
