Directory and Resource Administrator (DRA) does not currently have the functionality of managing Exchange 2000/2003 Mailbox Security using the Web Console.  Mailbox Security can be managed using the Account and Resource Management Console.

An Enhancement Request has been opened with Development to include this functionality in a future version of Directory and Resource Administrator.
