When you generate a report from the global level, you have to specify the source and target domains within the wizard.  However, if you generate the report from within a project, it will automatically take the source and target domains from the project and you do not have to enter them in the wizard. Furthermore, only the objects that have been added to the project using the Select Objects wizard (or importing) will be reported on.  At the Global Reporting node, all objects from the source and target domains will be included in the report.
