Currently, the WTS advanced properties Client devices is not available via the CLI.  The Client devices property is available via the MMC, Web Console and DRA ADSI provider.   A potential workaround for performing bulk changes to the Client devices property is to use the UpdateWin2k.xls example spreadsheet.   

This Excel application allows the retrieval of properties of various classes (computer, contact, group, organizationalUnit, user) from Active Directory and the ability to update multiple properties to Active Directory from a spreadsheet.  The UpdateWin2k.xls can be found under the ADSI & CLI scripts section of the Knowledge Depot at:
