cause

The new migration option 'Migrate mailboxes and public folders without messages' has been enabled.

fix
To return to migrating mailboxes and public folders with data, deselect the Migrate mailboxes and public folders without messages migration option.

Exchange Migrator 2.2 SP1 provides a new feature that allows you to migrate mailboxes and public folders without messages.  Selecting this option will actually migrate the mail objects without any content.   By default, Exchange Migrator migrates mailbox and public folder data to the target Exchange server.  You can prevent the migration of source object data by selecting 'Migrate mailboxes and public folders without messages' in the Specify Migration Options wizard.
