Yes, the  first name and last name for a user account being created or cloned using the Command Line Interface can be specified in DRA 6.60 and later.  The following is an example of the syntax to accomplish this:

• EA /DOMAIN:domain_name USER username CREATE ou:ou=ou_name,DC=domain_name,DC=com FIRSTNAME:first_name LASTNAME:last_name FULLNAME:full_name
