Ran security translation at the global level.

cause
This issue occurs when the account that is logged in to the DMA console is not a member of the built-in Administrators group in the source (or target) domain and you are running the security translation at the global level (not in a project).  This message will be returned even if the logged in account has full control on the target OU. To translate security at the global level in Domain Migration Administrator (DMA), the account logged onto the DMA console machine must have administrator permissions on the Domain Controllers of the target domain.  It is a check for membership in Administrators local group, not the Domain Admins global group. 

fix

To resolve, run the Translate Security Settings wizard within a project.  The security translation wizard within a project does not verify that the logged in account is an administrator in the domain.
