No, the Secondary cannot manage a smaller subset of domains managed by the Multi-Master Set.   The list of managed domains and systems is part of the 'synchronization' that occurs between the Primary and Secondary servers.  Configuring a Secondary with a smaller list of managed domains will be overwritten by the Primary list after the next 'synchronization' process.
