symptom
The Synchronize Passwords wizard at the global level is not showing any users, 0 accounts loaded.

cause
This is a brand new installation of Domain Migration Administrator.  No users have been migrated yet on this console.

fix
In order for the Synchronize Passwords wizard to show a user as being available for migrating a password, at least one user must be migrated by Domain Migration Administrator.

To resolve this issue, migrate at least one user account, either at the global level or within a project.  Then, the Synchronize Passwords wizard will allow you to select a user to migrate its password.
