The City and Telephone properties are not available via the CLI to update an account nor is it available during the UserCreate operation.  These properties are available via the DRA ADSI provider.  A script can be created to modify these properties for the user update or to set the values during UserCreate operations.  In addition the SDK contains an example Excel Spreadsheet application that can be modified to include these properties during the UserCreate operation. 

The Excel application is called AddUserWin2K.xls and is installed in the directory C:\Program Files\NetIQ\DRA\SDK\Samples\AddUserWin2k when the SDK is installed.
