Assistant Admins are unable to create subOUs in the default Users and default Computers container vi (NETIQKB16209)

Goal

How do I create OUs under the Users and Computers containers in DRA?

Symptom

Assistant Admins are unable to create subOUs in the default Users and default Computers container via Directory and Resource Administrator.

Fact

Directory and Resource Administrator 6.x
Directory and Resource Administrator 7.x
Directory and Resource Administrator 8.x

Cause

This is by design.

Fix

This is the correct behavior and is due to a Microsoft limitation.  The User and Computer containers are not Organization Units but are simply containers.  OUs cannot be nested within these containers using Directory and Resource Administrator (DRA).  This is the same behavior as seen in native tools (Active Directory Users and Computers).
