This problem occurs when attempting to install the user interfaces.

cause
Distributed COM is disabled.

fix

To resolve this problem, enable Distributed COM (DCOM) on the machine in question: 

1. Type dcomcnfg from the Run line (Start|Run).
2. From the Default Properties tab, check the Enable Distributed COM on this computer option.
3. Click the OK button to apply and close the Distributed COM Configuration Properties box.
